Mr. Scapoli joined Ingerman Smith, L.L.P. in November 2010. He has served as general counsel to public, private and charter school clients since 1996. Mr. Scapoli represents clients at labor arbitrations, student disciplinary proceedings, appeals to the Commissioner of Education, special education hearings, Section 75 proceedings and tax certiorari appeals. He also counsels clients on issues pertaining to public finance, construction and commercial agreements. In 2006, Mr. Scapoli assisted in the matter of Arlington Central School District v. Murphy, 547 U.S. 291 (2006) in which the United States Supreme Court held that school districts are not required to pay for parents' expert fees in special education proceedings. Mr. Scapoli represents clients in proceedings before Equal Employment Opportunities Commission, New York State Division of Human Rights, Public Employment Relations Board, and the state and federal courts of New York and New Jersey. He has served as a speaker for the New York State School Boards Association on school construction matters and he presents to school district clients on a variety of school related legal issues.

Mr. Scapoli is admitted to practice law in New York, New Jersey and Connecticut. He is also admitted to practice in the United States Supreme Court and the United States District Courts for the Northern, Southern and Eastern Districts of New York as well as the District Court for the State of New Jersey. Mr. Scapoli is a member of the New York State Bar Association and the Westchester County Bar Association.
